Decree Law no. 14/2021, of February 12th, which implements the authorization set out in the State Budget Law for 2020, revises the regime of the residence permit for investment purposes – also known as “Golden Visa”. The new requirements will be applicable from January 1st, 2022.

The new regime tightens the visa requirements: the transfer of funds is increased from €1M to €1,5M and the invested amount in (i) research activities developed by entities integrated in the National Scientific and Technological System, (ii) units in investment funds or venture capital funds or (iii) in a company in Portugal creating 5 permanent jobs, for at least 3 years, is increased from €350.000 to €500.000 euros.

Furthermore, the properties eligible for acquisition will be limited to housing located in specific areas of inland Portugal or located in the autonomous regions of Madeira and Azores. The minimum investment amounts with the acquisition or rehabilitation of properties, of €500.000 or €350.000 euros, are not amended.
